Local Accountability System (LAS) Overview

  • 鶹is committed to ensuring academic success in the classroom for all students. One of the ways we accomplish this goal is by identifying how well schools are doing and providing appropriate support. In the same way that student report cards measure individual performance, a Local Accountability System (LAS) provides information about how well a school supports student growth and achievement.

    The Dallas Independent School District’s development of the Local Accountability System (LAS) plan began in the fall of 2017.  During this time, the district created its own Theory of Action and School Performance Framework (SPF) that provided information about how well a school supports student growth and achievement. The components of the School Performance Framework (SPF) later became the foundational components of our Local Accountability System (LAS).  The LAS will help chart the course for future school success and provide parents and the community with a benchmark to measure school performance.

    Texas Education Agency (TEA) - Local Accountability System

    Starting in the 2018-2019 school year, the Texas Education Agency (TEA) will begin rating every school in the state with a letter grade of A through F.  The 2021-2022 State Accountability ratings will be released in August 2022, and will examine student achievement, student progress, efforts to close the achievement gap, and postsecondary readiness.  In conjunction with the State Accountability System, the Texas Education Agency allows certain districts to develop their own Local Accountability System.  

    鶹was one of the districts given the opportunity to create its own Local Accountability System, which has been approved by the state.  Dallas ISD’s Local Accountability System is an extension of the previously developed School Performance Framework (SPF) system used in the 2016-2017 and 2017-2018 school years.  The 2018-2019 school year was the first year in which the Texas Education Agency fully recognized the ratings that 鶹developed internally.  Dallas ISD’s LAS rating system is based on a whole-child approach and rates schools in one of five categories (Accomplished, Breakthrough, Competing, Developing, or Focus).

    “House Bill (HB) 22 (85th Texas Legislature, Regular Session, 2017) established the Local Accountability System (LAS) which allows districts and charter schools to develop plans to locally evaluate their campuses. The use of a local accountability plan is not required and only campuses with an overall letter grade of an A, B, or C may include local accountability ratings with state accountability ratings. Once plans receive approval from the agency, districts and charter schools may use locally developed domains and components with the three state-mandated domains to assign overall A–F ratings for each campus.”
